The course will introduce the concepts, objectives, types of briefings and debriefings, and important topics such as location, timing, equipment, security, and other logistics to prepare before delivering a brief. You will also learn how to write, prepare and deliver briefings and debriefings using standardized models. You will also learn about the benefits of debriefing, the structure to follow, important topics to discuss when debriefing, how to commence a debriefing, and what to do after a debriefing.  

The course is made up of eLearning and short Micro-Learning modules.

Course image Effective Intelligence Writing

This course will introduce different styles of report writing and introduce basic principles and key guidelines that make an intelligence report more effective. The material covers the recommended structure and contents of the report and provides guidance on how to check the report to ensure it is accurate and credible.

  • The course will cover some of the following key models and concepts to help improve report writing:  
  • Recommended report styles 
  • The BLUF model 
  • The inverted writing pyramid and the Minto Pyramid principle to structure paragraphs and sentences 
  • Methods for writing succinctly and concisely  

Course image Gender

The Gender prerequisite, guided by international Gender Equality and Social Inclusion (GESI) and counter-terrorism frameworks, academic material by the recently developed UNOCT Gender Policy and Action Plan, focuses on gender equality in security sector governance via awareness-raising. The prerequisite shares with Members States operating procedures, mechanisms, and best practices relating to national-level interagency cooperation which integrates the gender dimension in the development and operation of Fusion Cells. 

The course objectives are: 

  • Improve the capacity of participatory states to integrate gender and human rights dimensions in intelligence-led law enforcement activities to prevent and counter terrorism. 
  • Provide targeted capacity-building training and relevant materials for policymakers and national state actors on integrating the gender and human rights dimensions in fusion cells’ activities. 
  • Raise awareness on gender inequality and international good practice regarding human rights in the context of counter-terrorism. 
  • Promote gender-sensitive management culture and an inclusive work environment at national-level Fusion Centers.   Ensure equal and meaningful representation of women and marginalized groups. 
  • Advance gender equality and address any gender and intersectional inequalities in the intelligence-led CT efforts.  
  • Mainstream gender as well as human rights and the rule of law in fusion cells globally. 


Course image Human Rights

The Global Counter-Terrorism Strategy calls upon Member States to ensure that human rights and the rule of law are mainstreamed in all measures concerning the prevention and countering of terrorism.  The Human Rights prerequisite aims to assist the Member States in ensuring the promotion and protection of all human rights, including, inter alia the right to life, liberty, and security of the person, privacy, data protection, freedom of association and peaceful assembly, as well as economic, social and cultural rights to persons within its territory and subject to its jurisdiction. 

This course will aim to:

Course image Introduction to Fusion Cells

This course implements key learning from the programme’s Compendium of Good Practices and Related Guidelines, and other important lessons learned.  

This course will aim to: 

  • Introduce the Fusion Cells concept and exchange information on current good practices when it comes to establishing and operating a national Fusion Cell. 
  • Promote the programme’s Compendium of Good Practices and Related Guidelines to ensure that measures are designed to establish and operate a well-running fusion cell. 
  • Develop participants’ appreciation of the (security) benefits of a national fusion cell to interagency coordination and CT efforts with an aim to develop national capacity to collate, analyze and report information, assess threats, and make well-formulated, ethical decisions. 
  • Raise awareness of UNOCT's newly developed training courses and knowledge products.
